Paul, was writing to a church that had both Jew and Gentile people in it - those "under the Law (of Moses)" and those not under the law, and Paul spoke to each group separately ... but his underlying message is that the outward signs of the law are not the issue - as Christians, it is our relationship with the law that is written within us.
